Start with the premises and activity

Write down the legal applicant, operating address, activities and products before opening the form. A manufacturer selling its own products, a trader importing finished packs and a restaurant preparing meals have different application requirements. Use the revised eligibility table rather than a turnover calculator that ignores special KoB rows. Read the current eligibility table.

Prepare the application evidence

Create folders for identity, constitution, premises and activity-specific evidence. Match names and addresses across attachments. For manufacturing, prepare the product list and any requested layout, equipment, water or technical-person information. Registration and licensing document lists differ; upload what the selected route actually asks for. Use the documents guide.

Complete the official form

Open FoSCoS, select the relevant application route and state, and enter the business details. Review the KoB selection, applicant contacts and products before continuing. Form A relates to registration and Form B to licensing under the regulatory framework. Portal screens may change, so use the labels currently displayed rather than following an old screenshot word for word.

Pay, track and answer queries

Pay through the official workflow and retain the payment record and application reference. A bank debit alone is insufficient evidence that the application was submitted. Track the actual application status and open any authority query. Prepare a response against each requested correction, replace affected documents consistently and retain the submitted version.

Check the issued certificate

Confirm the number, entity, premises, KoBs and endorsed products against the application. Set up annual-fee and applicable-return reminders. The 2026 perpetual-validity model still requires compliance; do not interpret the absence of an ordinary expiry date as permission to ignore fees or changes. Read the 2026 licensing amendment.

A worked example

Hypothetical example

A small sauce manufacturer prepares identity documents but selects Retailer because it also sells direct. Before filing, the owner maps the processing activity and chooses the applicable manufacturing route. The product list, premises evidence and fee are then reviewed together. This prevents a clean-looking application from describing the wrong business.

  • Upload readable, matching attachments.
  • Save the payment receipt and submission reference.
