Label Rules for Small Packs and Multipacks

Small packs and multipacks need a format-specific review of exemptions and outer-pack declarations. Limited space does not create a general right to omit mandatory information. Assess each selling unit and the conditions of any exemption before simplifying the artwork.

Identify every layer sold to customers

Map the inner unit, bundle, outer wrapper and transport carton. Record which units may be sold separately. A promotional bundle of independently sold sachets is different from a multipack whose inner units are not individual retail units.

Measure the relevant area

Use the actual package dimensions and applicable surface-area or principal-display-panel definition. These measurements can serve different provisions; do not use one number interchangeably for every size rule. Keep the dieline and measurement calculation in the review file.

Read each exemption independently

Labelling rules contain specified small-pack provisions and conditions for information on the outer package. Check the exact declaration being considered, the size threshold and any statement or condition required. An ingredient-list exemption does not automatically remove allergen, date, symbol or commercial duties. Read small-pack provisions.

Check the quantity and unit structure, product names, dates, business information and applicable price declarations. Where units differ, do not describe the bundle as if every item has identical composition or shelf life. Assess retail, wholesale and institutional treatment against the actual sale. Read the current metrology rules.

Proof the real pack

Check whether seals, folds and overwrap hide declarations. Review a realistic printed sample at actual size, including variable codes. If legibility cannot be achieved, reconsider pack design and information architecture rather than shrinking all copy until it becomes unusable.

A worked example

Hypothetical example

A brand bundles four snack sachets but allows shops to sell them individually. The review does not assume outer-wrapper information will always reach the buyer. It assesses the individual retail units and bundle separately before relying on any small-pack provision.

Does a small pack avoid all declarations?

No. Exemptions are specific and conditional.

Can the outer carton carry everything?

Only where the applicable provision and sale arrangement support that treatment.

Does a multipack make inner units non-retail?

Not automatically. Assess whether they are sold separately.

Can I reduce symbol size freely?

Apply the relevant prescribed dimensions and actual exemption, if any.

Should I inspect a physical sample?

Yes. It helps identify folds, seals and coding problems not obvious on screen.
