How to Modify an FSSAI Licence: Adding Products, Changing Address or Capacity
Modify an FSSAI authorisation when a material change affects its approved details or scope. Adding products, changing activities, relocating and changing the legal operator are different questions. Establish the correct route before assuming every change can be handled by editing one field.

Describe the change precisely
Prepare a before-and-after table covering the entity, address, KoBs, product list, process and relevant technical details. Separate a spelling correction from a new operating premises or legal entity. This prevents a routine modification request from concealing a more substantial licensing change.
Check the correct workflow
Use the current FoSCoS modification facility and licensing guidance. The 2026 threshold-transition FAQs describe a specific self-declaration migration process and explain that other modifications continue through existing procedures. Do not apply the threshold-migration concession to an unrelated address or ownership change. Read the transition FAQs.
Adding a product needs a product review
Check classification, ingredients, additives and any prior approval before requesting endorsement. A product list is not a substitute for a compliant formulation. Specialised products can affect the applicable licence route. Review classification and manufacturing eligibility.
Keep evidence and implementation aligned
Prepare the supporting documents relevant to the change. Retain the submitted application, receipt and authority queries. Identify when the changed operation may begin under the applicable procedure; do not treat the submission reference as the revised certificate. After a decision, compare the issued details with the requested changes.
Update the documents used by customers
Once the correct change is established, reconcile invoices, pack business details, marketplace certificates and internal registers. Control old artwork and certificates to prevent conflicting versions from circulating. Keep a dated change record explaining the basis of the decision.
A worked example
Hypothetical example
A snack producer adds a supplement-style powder and asks only for product addition. Reviewing its intended use identifies a specialised category and further requirements. The business assesses those questions before changing the endorsed list, avoiding an assumption that a new product name alone resolves compliance.
Your practical checklist
- Prepare a before-and-after matrix.
- Identify modification, migration or new-application issues.
- Review new products before endorsement.
- Gather change-specific supporting evidence.
- Track the authority decision and revised details.
- Reconcile labels, invoices and platform records.
